    Centaur/Shuttle Integration and Operations

    One of the major pay loads to be considered for delivery to orbit by the Space Shuttle is a cryogenic propulsion stage. An investigation was conducted, in conjunction with North American Rockwell, to investigate the interfaces between the Centaur and the Shuttle and the various possible operational modes of launching the Centaur in the Shuttle, The Centaur vehicle was used as the design model since its characteristics are presently well defined and it accommodates all the unmanned missions in the time period of interest. The results of the study showed Centaur integration into the Space Shuttle to be feasible with minimum additional GSE and operational complexity

    Innovation in the pharmaceutical industry:a study of the effects of regulation on the U.K. pharmaceutical industry

    A history of government drug regulation and the relationship between the pharmaceutical companies in the U.K. and the licensing authority is outlined. Phases of regulatory stringency are identified with the formation of the Committees on Safety of Drugs and Medicines viewed as watersheds. A study of the impact of government regulation on industrial R&D activities focuses on the effects on the rate and direction of new product innovation. A literature review examines the decline in new chemical entity innovation. Regulations are cited as a major but not singular cause of the decline. Previous research attempting to determine the causes of such a decline on an empirical basis is given and the methodological problems associated with such research are identified. The U.K. owned sector of the British pharmaceutical industry is selected for a study employing a bottom-up approach allowing disaggregation of data. A historical background to the industry is provided, with each company analysed or a case study basis. Variations between companies regarding the policies adopted for R&D are emphasised. The process of drug innovation is described in order to determine possible indicators of the rate and direction of inventive and innovative activity. All possible indicators are considered and their suitability assessed. R&D expenditure data for the period 1960-1983 is subsequently presented as an input indicator. Intermediate output indicators are treated in a similar way and patent data are identified as a readily-available and useful source. The advantages and disadvantages of using such data are considered. Using interview material, patenting policies for most of the U.K. companies are described providing a background for a patent-based study. Sources of patent data are examined with an emphasis on computerised systems. A number of searches using a variety of sources are presented. Patent family size is examined as a possible indicator of an invention's relative importance. The patenting activity of the companies over the period 1960-1983 is given and the variation between companies is noted. The relationship between patent data and other indicators used is analysed using statistical methods resulting in an apparent lack of correlation. An alternative approach taking into account variations in company policy and phases in research activity indicates a stronger relationship between patenting activity, R&D Expenditure and NCE output over the period. The relationship is not apparent at an aggregated company level. Some evidence is presented for a relationship between phases of regulatory stringency, inventive and innovative activity but the importance of other factors is emphasised

    An electrical probe of the phonon mean-free path spectrum

    Most studies of the mean-free path accumulation function (MFPAF) rely on optical techniques to probe heat transfer at length scales on the order of the phonon mean-free path. In this paper, we propose and implement a purely electrical probe of the MFPAF that relies on photo-lithographically defined heater-thermometer separation to set the length scale. An important advantage of the proposed technique is its insensitivity to the thermal interfacial impedance and its compatibility with a large array of temperature-controlled chambers that lack optical ports. Detailed analysis of the experimental data based on the enhanced Fourier law (EFL) demonstrates that heat-carrying phonons in gallium arsenide have a much wider mean-free path spectrum than originally thought

    Removing systematic errors for exoplanet search via latent causes

    We describe a method for removing the effect of confounders in order to reconstruct a latent quantity of interest. The method, referred to as half-sibling regression, is inspired by recent work in causal inference using additive noise models.     Metrology Camera System Using Two-Color Interferometry

    A metrology system that contains no moving parts simultaneously measures the bearings and ranges of multiple reflective targets in its vicinity, enabling determination of the three-dimensional (3D) positions of the targets with submillimeter accuracy. The system combines a direction-measuring metrology camera and an interferometric range-finding subsystem. Because the system is based partly on a prior instrument denoted the Modulation Sideband Technology for Absolute Ranging (MSTAR) sensor and because of its 3D capability, the system is denoted the MSTAR3D. Developed for use in measuring the shape (for the purpose of compensating for distortion) of large structures like radar antennas, it can also be used to measure positions of multiple targets in the course of conventional terrestrial surveying. A diagram of the system is shown in the figure. One of the targets is a reference target having a known, constant distance with respect to the system. The system comprises a laser for generating local and target beams at a carrier frequency; a frequency shifting unit to introduce a frequency shift offset between the target and local beams; a pair of high-speed modulators that apply modulation to the carrier frequency in the local and target beams to produce a series of modulation sidebands, the highspeed modulators having modulation frequencies of FL and FM; a target beam launcher that illuminates the targets with the target beam; optics and a multipixel photodetector; a local beam launcher that launches the local beam towards the multi-pixel photodetector; a mirror for projecting to the optics a portion of the target beam reflected from the targets, the optics being configured to focus the portion of the target beam at the multi-pixel photodetector; and a signal-processing unit connected to the photodetector. The portion of the target beam reflected from the targets produces spots on the multi-pixel photodetector corresponding to the targets, respectively, and the signal-processing unit centroids the spots to determine bearings of the targets, respectively. As the spots oscillate in intensity because they are mixed with the local laser beam that is flood illuminating the focal plane, the phase of oscillation of each spot is measured, the phase of sidebands in the oscillation of each spot being proportional to a distance to the corresponding target relative to the reference target A

    Experimental Evaluation of Rocket Exhaust Diffusers for Altitude Simulation

    An experimental investigation of exhaust diffusers has been conducted to evaluate various methods of minimizing the overall pressure ratio (from chamber to ambient pressure) required to establish and maintain full expansion of the nozzle flow (altitude simulation). Exhaust-diffuser configurations investigated were (1) cylindrical diffusers, (2) diffusers with contraction, and (3) diffusers including a right-angle turn. Cylindrical diffusers were evaluated with primary nozzles of various area ratios and types, as well as two clustered configurations; the other diffusers were evaluated with individual nozzles of constant area ratio and varied type. Air was the working fluid, except for two check points obtained with JP-4 fuel and liquid-oxygen rocket engines and cylindrical diffusers. The minimum length-diameter ratio of cylindrical diffusers was about 6 for minimum pressure-ratio requirements. With cylindrical diffusers of adequate length, the pressure-ratio requirements were primarily a function of the ratio of diffuser to nozzle-throat areas and were essentially independent of primary-nozzle type (including two clustered configurations) or area ratio. The two check points obtained with rocket engines indicated the pressure-ratio requirements at given ratios of diffuser to nozzle-throat areas were lowered, as compared with the requirements with air, as a result of the reduced ratio of specific heats. The minimum length-diameter ratio of the contraction throat of convergent-divergent diffusers was also about 6 for minimum pressure-ratio requirements. With adequate contraction-throat length, the pressure-ratio requirements of such diffusers were appreciably below those of comparable cylindrical diffusers when used with conical and cutoff-isentropic nozzles, but not when used with a bell nozzle. Minimum pressure-ratio requirements of a diffuser including a simple long-radius right-angle turn at maximum diffuser area, obtained with the center of radius of the turn a minimum of 2 diffuser diameters downstream of the nozzle exit, were not appreciably above those of a comparable optimum cylindrical diffuser. A diffuser including a long-radius right-angle turn at a contraction minimum area had somewhat lower pressure-ratio requirements than the aforementioned simple turn

    Kia ora Carl Some advice if you have the time... I have been asked to give a paper at Uppsala on philosophy of language and autonomy. I want to focus on colonialism and use some examples from the colonial history concerning te reo Maori. I did a little research at the time of the Royal Commission in 1988 but have lost touch with the literature. Are there a couple of strategic texts you would recommend? Nga Mihi Kia ora Michael You tend to get two types of writing about the language: its revitalisation; and its link to the natural or spiritual worlds – which is to do with philosophy in a particular sense, but in my view doesn’t have an eye towards the “autonomy” part you raise (i.e. isn’t cognisant enough of colonialism). The latter writing theorises around the traditional place of language, or describes it as a traditional phenomenon. I’ve been considering writing something for some time on it, but just haven’t gotten around to it. You could discuss it in terms of how current uses of it in government policy etc. force the Maori language to become no more or no less than its English counterpart. So, for instance, language is an arbitrary (Saussure) thing that has very little in the way of “essence” in its own (autonomous) right. Terms like “whakapapa” equate precisely with “genealogy” but their interconnecting sense is lost in that translation. From a Maori belief, it could be argued that everything contains an essence, including words, and this essence precedes our interaction with language. In a way, language very much opens up a worldview, including the autonomy or essence of things in the world and their interconnectedness. pp. 101–11
